Is a small unincorporated village in the East Bay hills with streets so narrow that two-way traffic is impossible. This is our street, Rugby Avenue, which is wider than many of the streets in our neighborhood. Although California law dictates that the car going downhill has to yield to the car going uphill there is an unwritten law in these hills that supersedes that. Regardless of the incline, the car traveling on the side of the street that permits parking always yields to the cars on the no-parking side. It is also an unwritten law that the driver on the side of the street with free travel waves to the driver who pulled into a space on the other side. He, in turn, waves back. Same is true for pedestrians. While crossing a street yesterday I waved to a woman who waited while I crossed. She smiled and waved back. And that folks, is the extent of outside human contact in the Bay Area in December in the year of our Lord 2020.
